"may" ist aber nicht "must", das ist im Englischen ein sehr großer Unterschied, dazwischen gibt es noch should. "may" lässt schon sehr viel Spielraum. Dann sollten sie bei "may" aber auch keine Strafe anwenden, das würde nur bei "must" Sinn machen
