wir waren zwar vom Thema abgedriftet und auf dem Cervélo P4 gelandet, ABER um noch die offizielle Begründung von einem der Entwickler (Damon Rinard) nachzuschieben...

Cervélo macht KEINEN cutout. Cutout wirds wohl genannt, wenn man einfach das Unterrohr dem VR entlang ausschneidet. dort entsteht dann eine abgeflachte, oder noch schlimmer, nach innen geformte Fläche.
Cervélo macht beim 51er und 54er Rahmen einen leichten Bogen rund um das VR ins Unterrohr, das von der Seite wie ein Cutout aussieht, aber keiner ist. Das Profil des Unterrohrs bleibt auch in der Biegung erhalten. ab Gr. 56 ist davon nix mehr zu sehen.

The down tube curves around the front tire, it's not "cut" out for the front tire. The difference is in the *shape* of the leading edge. A cut has a flat (or even worse, concave!) shape behind the tire; the Cervelo P4 down tube *follows* around the curve of the tire. So what's important for the wind is not the side view silhouette, but the "waterline" section. The degree of curvature of the down tube varies with different frame sizes as a natural result of the different dimensions (front center, etc.).
