Deshalb tat er alles, um die Hamas gegenüber der Autonomiebehörde im Westjordanland zu stärken bzw. die ehemals kleinere Organisation in die Verwaltungsmacht für Gaza zu bringen, die Spaltung zwischen PA (Abbas)/Hamas zu fördern und eine Versöhnung zu verhindern(Teile und Herrsche) und die PA (Abbas) im Westjordanland zu schwächen, da es mit der Hamas keine 2-Staaten Lösung geben kann.
